Police are searching for a man who stabbed a pitbull named Edward in Southeast DC. The dog is recovering at Brandywine Valley SPCA. Authorities urge anyone with information to contact the Humane Rescue Alliance.

June, we're doing the mid-50s out there. 54 at Dallas, 56 at DCA. Just give you a quick look here. We got a few clouds to start the morning. Should be partly to mostly sunny this afternoon and mid70s. A degree or two cooler than yesterday, but a dry afternoon. Plenty more in just a moment. Let's check your roads. Tuesday just started and you're already like, "No, it's over." We'll take a look here overview wise. This is what it looks like for you. Really not a lot going on. So, we'll take a quick look here. Anyway, thanks very much. We'll start this hour with the US Department of Transportation issuing a subpoena to the state of New York demanding records on the driver involved in the deadly crash over the weekend in Stafford County. Jindong has been indicted by a grand jury on multiple counts of involuntary manslaughter. Five people were killed in that Friday crash on I95. Dozens more were hurt. The driver will be arraigned after he is released from the hospital and we're going to have more coming up in a live report in the next half hour. To the district now with schools soon letting out for the summer, there's growing concern about the possibility of more teen takeovers.

DC council will not vote on the emergency legislation to extend special juvenile cur zones before Mayor Bowser's order expires this weekend. Let's find out why. Morin May down at Navyyard with the latest. Hi Mo. Hey, good morning. So yeah, supporters have to say it's going to be really handy, especially as we look at schools getting out in the next couple of days and weeks for some students here. They think that those curfew zones need to be in place to avoid those teen takeovers. But council chair Phil Mendelson says there just aren't enough votes on council right now to extend those curfew zones that the mayor has put into place.

They expire on Saturday. So the backstory on that, of course, is that those special curfew zones were created to help police respond to large gatherings of teens known as teen takeovers. Police used the curfew zones again this past weekend under an emergency order issued by Mayor Muriel Bowser. The mayor put the order in place after a virtual a viral fight rather inside a Navyyard Chipotle and has argued that the tool is needed to help prevent similar incidents from happening. Supporters say the concern is that as school ends and more teens are out of class, the city could see an increase in large gatherings across the district. But council member uh the council chair Phil Mendelson says five

members remain opposed to that emergency legislation, leaving supporters short of the nine votes needed to pass it. It just would help if the US attorney would focus on the five members instead of just casting this aspersion on the entire council. Now to be fair, police say there were no curfew violations this weekend. Uh but after it expires, the temporary ones on Saturday, what happens now? That's the question. So there is a permanent curfew zone that has been passed, but it has to have congressional review. That will not take effect until July 16th. So within that gap, that is the concern of what will happen then. Will there be more teen takeovers? Of course, authorities will be watching and so will

The police say they received an anonymous report about a man stabbing a pitbull named

Edward. This was last weekend on Nicholson Street Southeast. The suspect in question able to get away, leaving the dog named Edward severely hurt. Edward is now recovering at the Brandy Wine Valley SPCA. We're very happy to report after receiving care from our medical team um at our facility that he's in stable condition and is doing well. Um, but anyone with information about um how he may have sustained any of these injuries, if they could contact the Humane Rescue Alliance, they're responsible for investigating suspected animal abuse in the district.

A description of the suspect has not been shared by police. The shelter said they hope to find a suitable home though for Edward once he makes his full recovery. Two men accused of brutally attacking a man to death in his DC apartment are expected in court today. Rico Barnes and Alfonso Walker are charged with firstdegree murder and currently being held without bond. Police say back in February, both men followed the victim, 40-year-old Sed Hammad Hussein, from a restaurant back to his condo on Rhode Island Avenue, and that's where they beat, strangled, and burned Hussein to death. 5 News alert this morning. Several people killed following large-scale Russian strikes across several cities in Ukraine. At least 16 people were killed, more than a hundred others injured. Several residential buildings and other civilian infrastructure was also damaged. According to local media, Keev bore the brunt of those attacks. quiet conditions. And if you look carefully, you'll kind of see the clouds working north to south. And our flow here out of the north means uh lower humidity. We should generally see clearing skies and uh temperatures a few degrees cooler than yesterday. Yesterday we were up near 80. I think we'll be more like 75 76 this afternoon. But again, most of the eastern third of the country here, including our region. Uh fairly quiet. There are some clouds off to the south and east. So it should be a beautiful afternoon. Dallas toll road east and westbound. That's to and from the airport this morning. You should be clear at 28 towards the beltway. beltway towards 28 270 southbound starting to see a steady

increase. It's about 41 minutes now for that 32 or so mile stretch. You can see a little bit of a yellow zone there which is kind of closer to Frederick but 70 towards the beltway. Your total drive time is in that kind of 40minute range. 15 minutes finally between 95 and 270 on your topside commute. That's the outer loop of the beltway. A memorial has been unveiled in Alexandria to honor the victims of the deadly midair collision at Reagan National Airport. 67 people were killed when an Army Blackhawk helicopter collided with

a passenger jet in January of last year. The permanent memorial sits along the PTOAC in Rivergate Park just a few miles from the crash site. This is actually the first time I've been down this close since the accident. Um, and I think I'm filled with sadness. I mean, it's a lot. It's uh brings it very close. Um I'm also filled with a lot of gratitude that this site exists. The memorial was a joint effort between the city of Alexandria and Congressman Don Byer. It was designed with input from the victim's families. A judge delaying the civil trial over Baltimore's Keybridge collapse on the day that it was expected to start. The

owner and operator of the cargo ship that crashed into the bridge requested the delay amid a related criminal case. Several victims families in the state of Maryland have already reached settlements, but other claims remain unsolved. A new date for that case has not yet been announced. ICE is calling on Virginia Governor Abigail Spamberger to not release a Guatemalan man accused of raping a woman. He is currently in police custody. Homeland Security says that man, Lusin Garcia Moran, is in the country illegally and has at least 25 prior charges. Moran is accused of attempting to sexually assault a woman who was waiting for a ride share in Arlington. Bystanders stepped in to intervene. Moran allegedly has at least

25 priors of assault and battery and is currently being held without bond with a prelim hearing for his rape case set for today. Attorneys for a Maryland woman taken into custody by ICE says DHS ended its efforts to remove her from the US. Dolce Consuelo Das Morales has maintained that she is a US citizen born in Maryland. Her lawyers say she received her US passport as further proof of her citizenship. She spent nearly a month detained after being arrested during a traffic stop last December. Despite challenges with the White House ballroom, President Trump now proposing a drone port on top of it. And why he's calling that a potential safety hub ahead.
