How DOGE Targeted USAID and Then Vanished From the Public Eye

When Donald Trump ran for a second term, he promised to cut government spending and fight fraud. His administration targeted the United States Agency for International Development (USAID), created to unify U.S. foreign assistance. This attempt to reshape foreign aid became a major scandal, and DOGE, the entity behind it, soon disappeared from public view.

DOGE Exposed USAID. Then Disappeared. | Transcript:

When Donald Trump ran for a second term as president, he made many campaign promises, and one of them was to cut government spending and fight fraud and abuse. He decided that decades of scandalous spending through various government agencies were harming American taxpayers. Money was spent without any benefit to the nation. Their main target was the United States Agency for International Development. USAID was created to unify the disparate U.S. foreign assistance programs into a single civilian agency to make foreign assistance an instrument of U.S. national policy. This was an attempt to compete with Soviet influence during the Cold War in developing countries without relying solely on military aid.

Economic and food aid, technical assistance, and development projects were intended to keep countries in the Western orbit. The original goal was to help poorer countries develop their economies, infrastructure, agriculture healthcare, and education, distancing them from the communist influence that was spreading around the world like a virus. It was also intended as a lever of US foreign policy to advance American diplomatic, security, and commercial interests abroad. USAID also became the primary civilian instrument for humanitarian assistance, including disaster relief, food aid, health programs, and later refugee and emergency assistance. But that has changed over time, especially under Democratic administrations. Over the years,

American taxpayers began to fund outrageous programs that defied common sense. Hello, I'm Colin Heaton, former history professor and Marine Corps veteran, and welcome to this episode of Forgotten History. The beginning of the most difficult 26 days in the history of the Marine Corps With faith in our armed forces, the 36th President of the United States passed away this afternoon. There are women and children here. You can cancel everything. The State Department and USAID requested a total of $63.1 billion in their fiscal year 2024 request for Joseph Biden. The request for fiscal year 2025 called for $58.8 billion for the State Department and USAID combined.

This was abruptly stopped. According to the Department of Government Efficiency, headed by Elon Musk, the full list of canceled USAID programs includes about 5,200 items. But the full detailed list is not publicly available in the form of a single, reliable government table. What we can publicly confirm is an 83% cancellation rate. Examples cited by the White House include withdrawn budget bills and partial lawsuits involving the department. One criticism was that politicians who supported funding for these overseas programs were getting their hands dirty. And USAID funneled " shadow" money back into the Democrats' coffers, supporting elections and advertising campaigns.

Biden has reached a peak in combined USAID and State Department spending, with fiscal year 2023 being the year of the show-about $43.8 billion distributed through USAID. Here is a detailed look at how liberals have squandered American dollars. And the numbers and target recipients are simply staggering. $1.5 million to Serbia to promote diversity, equality, and inclusion in workplaces and business communities. $ 72,844 to Ireland for a DEI-themed musical and a musical event about diversity. $2.5 million to Vietnam for electric vehicles where there are no power grids to support them. $47,020 to Columbia for transgender opera.

$32,000 Peru for a transgender comic. $2 million to Guatemala for activism. And $6 million to Egypt to fund tourism, as if they need it. Millions of dollars for Gaza and the Middle East to various dubious non-profits that fund terrorist groups that also receive funds from Iran. The millions given to China for global coronavirus research through the EcoHealth Alliance involving the Wuhan lab are funded by Dr. Anthony Fauci, who, by the way, lied to Congress about this program-watch our video about him. This was discontinued. Hundreds of thousands of food parcels have been sent to Syria to feed militants linked to Al Qaeda.

Millions of dollars sent to African countries for contraceptives. Hundreds of millions of dollars ostensibly for irrigation canals, agricultural equipment and fertilizers for Afghanistan, supporting the Taliban-linked heroin poppy economy. And nearly $4.6 million to many foreign countries for LGBTQ drag shows and gay pride parades. $400 million a year wasted on fraudulent global climate programs, including the Green Climate Fund's efforts, much of which has gone back to Democratic politicians . $650,000 again to Colombia for microinsurance for farmers and microbusinesses in the event of climate disasters. And $24.6 million to Honduras for something called " climate resilience." Which still remains unclear. $38.6 million went to West

African countries for biodiversity and low- emission development. $60,000 to East Timor for advisory tours on local development. $12,000 to Bosnia and Herzegovina for hotel fund and history. $13.4 million to Zimbabwe for civic engagement, as well as baking and cosmetology projects. And please watch our video about Zimbabwe. $ 2.7 million went to South Africa for inclusive democracy through the Democracy Works Foundation. And watch our video about South Africa. $ 4 million to the Global New Alliance for Global Equality to promote global LGBTQ+ awareness, whatever that means. $ 3.9 million to the Western Balkans to promote democracy, again, for LGBTQ+ populations. $2 million to various African countries to organize feminist democratic principles. $40 million in

indefinite support for activists and public figures involved in nonviolent collective action. Again, whatever that means. $45 million to the Pan American Health Organization through State Department contributions to international organizations that were and remain unspecified. $75 million a year was channeled to the United Nations Educational, Scientific and Cultural Organization, known as UNESCO, for unspecified global distribution, including the Colombo Plan International Board for Technical Cooperation. The amount allocated to the International The amounts for the Pan-American Institute of Geography and History are also not specified.

$2.3 million was allocated to the Central Region and the Horn of Africa to reduce the risk of locust invasions, with a focus on gender equality, interculturality, and indigenous peoples. $393 million was transferred as US contributions to international peacekeeping operations under the auspices of the ineffective UN. And again, please watch our video about the United Nations. Another $445 million was planned to be directed to the UN peacekeeping account, which lacks proper oversight. Unspecified amounts for Nepal and South Sudan for pilot projects on hybrid power generation. Over $30 million in security assistance to Niger before the 2023 coup to fund

UN peacekeeping operations. An annual continuation of $71 million in funding for the Global, a separate fund for peacekeeping activities. Almost $11 million for Uruguay for armored personnel carriers for rapid response forces. Almost $4 million for Zambia for infrastructure and equipment for a training center in Zambia. Almost $3 million was allocated to Kazakhstan to build barracks for peacekeepers. Over $500,000 for Ghana for bulletproof vest pilot programs. Almost $300 million annually for Somalia for peacekeeping and UN operations. And this is not all the waste that was discovered and stopped. The August 2025 rescission statement states that

the administration immediately canceled $5 billion in foreign aid and funding for international organizations. To date, a complete list of every canceled USAID program has not been published in an open, user- friendly form The administration said it had canceled 83% of USAID programs- about 5,200 contracts and programs, with 1,000 still awaiting reassessment by the State Department. But the State Department later removed many details about USAID from its public spending record, citing legal reasons. The State Department's savings database shows that the published reports are only a fraction of the cancellations, which represent about 30% of the claimed savings, taking into account 15,887 terminated U.S. domestic grants and 13,440 terminated

contracts. So, here is a general overview of how much money was saved. $3.2 billion in development assistance from USAID was canceled as part of the budget sequestration package. The Endowment for Democracy lost $322 million. USAID's global health programs for fiscal years 2025 and 2026 lost $500 million. Global health programs implemented by USAID for fiscal years 2025-2029 lost $400 million. The Crisis Conflict Response Fund lost $43 million. Aid for Europe, Eurasia, and Central Asia was cut by $460 million. The contribution to the Clean Technology Fund was reduced by $125 million. And USAID's operating expenses were reduced by $125 million.

These funds went to salaries and unverified expenses, some of which were linked to Democratic politicians and their campaigns. OMB) is the largest office within the Executive Office of the President of the United States, responsible for implementing the President's agenda in the executive branch. They are responsible for keeping records of expenditures approved by Congress, as well as justifying and overseeing the use of these funds. This was not done before Trump's second term, rejected or simply ignored during Biden's time. The OMB appropriations rescission document proposed removing $500 million from USAID global health programs and

$400 million from State Department global health programs implemented by USAID. It was also proposed to remove $83 million from the Democracy Fund, which funds the State Department and USAID's democracy promotion activities. The Cato Institute summarized the approved cuts: approximately $8 billion from USAID and other foreign assistance programs, including $2.5 billion from development assistance for fiscal year 2025. Another $460 million was withdrawn from assistance to countries in Europe, Eurasia, and Central Asia, $125 million from the Clean Technology Fund, and $125 million from USAID operating expenses, in addition to previous withdrawals. HigherGov has released the first part of a list of approximately 230 USAID contracts and grants worth about

$7.5 billion, based on court filings. It was clearly stated that this was not a complete list and that a total of around 5,600 terminated contracts were expected. These wastes were incredible, considering the taxes spent on illegal immigrants, while Democrats fought fiercely against increased funding and healthcare for Veterans Affairs. This is what they wanted to spend your money on. Examples of these additional cuts include programs that Democrats supported, such as $251.3 million for Chemonics International and scaling up the Green Climate Adaptation Platform in Developing Countries.

$250 million for Palladium International's blended capital platform for global development investments. $157.8 million for operational transitions and initial financing for Chemonics International in Libya. $115.9 million to DAI Global for sanitation and water conservation in Lebanon, which fell into the hands of Hezbollah terrorists. $93.3 million for DAI Global to reform Ukraine's financial sector. $90 million to Deloitte Consulting for healthcare reform and recovery in Ukraine and $48.3 million to DAI Global for climate resilience in Honduras. All of these previously sent

funds eventually ended up in the hands of Ukrainian oligarchs, who bought luxury homes, yachts, and cars abroad and funded Ukrainian pension programs at the expense of our own citizens. See also our video about Volodymyr Zelenskyy. $83.1 million for Tetra Tech for electricity access and low-carbon energy in Nigeria. Despite Democrats' political opposition to charter and private schools, as well homeschooling, particularly fighting states that implemented the principle of "tax dollars going to the child, not to teachers' unions and education boards," federal spending on overseas education has been staggering. Also cut was $74.9 million for Chemonics International for the Reading Program in Malawi.

$79.5 million for the Education Development Center to support literacy in Kenya. $93.6 million for World Learning for primary education in Lebanon, which went to terrorists. $48.9 million to the International Rescue Committee for primary education in Afghanistan, where girls are banned from attending school. And the Taliban took this money. And $48.2 million for the Research Triangle Institute to support literacy in the Philippines. Additional cuts included $58.9 million for the Research Triangle Institute in North Carolina for undisclosed reasons. $72.9 million for Chemonics International for community stabilization efforts in Iraq, another $43.9 million for

Chemonics International to prevent gender- based violence in Guatemala, and $40 million for Chemonics International's migrant and community social integration programs in Colombia. By the way, this helped finance illegal migration from Colombia. It is worth noting that unlike questionable non-profit organizations, Chemonics International is a for-profit corporation. Its main goal, like any business, is not charity, but profit. Between 2008 and 2024 alone, it received more than $17 billion in USAID contracts, becoming the largest recipient of US foreign aid in history. Records show that since their founding in Washington, D.C.

, in 1975, they have never shown positive results with any funds anywhere in the world. But they were massive providers of taxpayer money for the needs and election campaigns of Democrats. Additional cuts through the Justice Department, which likely forced Democrats in Congress to turn to therapists, were as follows. $115 million for Management Sciences for Health Systems for healthcare in Madagascar. $57.4 million to Family Health International for community resilience and countering extremism in Tunisia. $46.6 million to Global Communities for water, sanitation and hygiene in Ghana. Another $43.9 million for the Pan American Development Fund to support

human rights and democracy initiatives in El Salvador. $41.1 million was allocated to Family Health International for educational services for children affected by conflict in Congo. The cuts also included $31.7 million for the International Organization for Migration for psychosocial support in Colombia, which again contributed to the importation of illegal immigrants into the country. Also included is a ridiculous $21.3 million for the UN to support women's rights in Afghanistan, and of course, that money went to the Taliban. An unspecified $18.2 million for the World Health Organization for global rehabilitation needs, and of course

President Trump pulled us out of that worthless organization. Democrats in Congress filed lawsuits to keep the flow of slush funds and shady money flowing, they shut down the government, and fought against funding for ICE, DHS, and other government agencies until all fraudulent programs were reinstated and federal agencies were stripped of their funding and ability to deport illegal immigrants. In addition, in 2025, the number of federal employees decreased by 10.3%, which is 230,000 employees, and this year the total number of laid-off or reduced employees exceeded 300,000 people. Among large institutions, the largest cuts affected the Ministry of Education and USAID. Liberals are furious about these sweeping cuts, but remember that the

Biden administration added nearly 400,000 federal jobs to try to lower unemployment in the eyes of voters. But federal jobs are not part of the national employment figures, only the private sector, which was decimated under Biden. And they even tried to take into account military recruitment, which is wrong. But draft numbers have fallen sharply due to Biden's lack of leadership. Available data to date suggests at least 214 billion taxpayer dollars would have been wasted if the DOE had not intervened. What angered Democrats the most was that these cuts also ensured forensic accounting and accountability, which stopped the illegal

taxpayer funding of Democratic Party affairs. Was USAID a corrupt organization? Were American workers and taxpayers robbed? Was the to eliminate these departments and programs? It's up to you.
